Chiricano ganó el tercer lugar en la competencia de “Chem-E-Car”
El chiricano Jean Yallou, quien estudia ingeniería química en la Universidad de Arkansas (Estados Unidos) como becario de la Secretaría Nacional de Ciencia, Tecnología e Innovación (Senacyt), ganó el tercer lugar en la competencia de “Chem-E-Car”, organizada en la Conferencia Anual Estudiantil del Instituto Americano de Ingenieros Químicos (AIChE, por sus siglas en inglés), en Orlando, Florida, EU.
Alcanzó este premio con su proyecto “Sherlock Ohms”, un “vehículo” que diseño y construyó durante un año en el laboratorio de su universidad, el cual es impulsado por reacciones químicas. Este utiliza baterías de zinc-carbono para alimentar el motor del carro y producción de CO2 para detener el vehículo.
“Ser becario de la Senacyt ha impactado mi vida positivamente. Tener la oportunidad de estudiar en otro país y tener acceso a todos los recursos y oportunidades, tales como la competencia de Chem-E-Car, me han ayudado a desarrollar más mis conocimientos y habilidades”, expresó Yallou.

Jean Yallou, who is studying chemical engineering at the University of Arkansas (United States) as a fellow of the National Secretariat of Science, Technology and Innovation (Senacyt), won the third place in the “Chem-E-Car” competition, organized at the Annual Student Conference of the American Institute of Chemical Engineers (AIChE), in Orlando. He achieved this award with his project “Sherlock Ohms”, a “vehicle” that he designed and built over a year in his university’s laboratory, which is powered by chemical reactions. It uses zinc-carbon batteries to power the car’s engine and CO2 production to stop the vehicle.
“Being a Senacyt scholarship recipient has positively impacted my life. Having the opportunity to study in another country and having access to all the resources and opportunities, such as the Chem-E-Car competition, has helped me further develop my knowledge and skills,” said Yallou.
CAMCHI y sociedad civil tocan nuevas puertas ante bloqueos de vías
Con el fin de encontrar una solución definitiva a la prolongada crisis social generada a raíz de los cierres de vías, directivos de la Cámara de Comercio, Industrias, Agricultura y Turismo de Chiriquí (CAMCHI), junto a representantes de la sociedad civil organizada, sostuvieron un importante acercamiento con el defensor del Pueblo Eduardo Leblanc y miembros de la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos , quienes constataron la grave vulneración de los derechos constitucionales, a los que sigue siendo sometida la región occidental de Panamá, desde hace 29 días.
Durante el acercamiento, el defensor Leblanc, reconoció la inminente necesidad para que el Gobierno Central adopte las medidas constitucionales legales convencionales, sin necesidad de escalar los niveles de violencia registrados en varios puntos del país.
“No es un llamado a la violencia, a la represión; es un llamado a la ley, a que abran las vías por lo que establece la norma. También a los manifestantes pacíficos y a los más radicales, se les hace el llamado para que sean más empáticos. Ya no podemos hablar de corredor humanitario, sino de la apertura de vías”, enfatizó.
La escasez de alimentos e insumos de primera necesidad también fue evidenciada tras la visita efectuada a diversos supermercados de la localidad, donde las góndolas destinadas a productos lácteos, avícolas, embutidos, pan, aceites, entre otros, continúan vacías desde hace varias semanas.

Aumenta afluencia de pacientes a citas médicas
El Ministerio de Salud registró un aumento en la afluencia de pacientes, desde el 23 de octubre hasta la fecha de 212 mil 406, quienes han acudido a sus citas, manifestó Ivonne Villareal directora Nacional de Provisión de Servicio del MINSA.
Villareal destacó además que se han perdido unas 32 mil 822 citas, lo que representa un 9% fuera de lo normal que es de un 5% y agregó que a los pacientes no han podido llegar a sus citas por los cierres que se mantienen a nivel nacional.
Las citas son relacionadas a consultas externas de especialidades, de laboratorios, medicina general, nutricionistas lo que representa un 9% fuera de lo normal que es de un 5 a 6 %.
Sobre la provisión de medicamentos y alimentos Villarreal dijo que, en coordinación con la Fuerza de Tarea Conjunta, a través del SENAN se ha enviado a la comarca Ngäbe Buglé, insumos medicamentos y alimentos.
En cuanto al tema de los bancos de sangre, dijo que todas las provincias están necesitando que sus moradores asistan a donar a hospitales como el Del Niño, Hospital Santo Tomas, Nicolás Solano, Anita Moreno en Azuero donde es atienden pacientes con cáncer.
“Esta semana tenemos la coordinación de entrega de medicamentos e insumos a la provincia de Chiriquí, ya que las demás regiones han sido abastecidas”, puntualizó Villarreal.

Procurador de la Administración señala que “no es viable jurídicamente la derogación de la Ley 406”
El ministro de Gobierno, Roger Tejada, informó que, a la consulta efectuada por el presidente de la República, el Procurador General de la Administración, Rigoberto González, respondió que no es viable jurídicamente la derogación de la Ley 406 del 20 de octubre de 2023, sobre el contrato entre el Estado y Minera Panamá, porque excedería los límites de la función legislativa establecida en el numeral 15 del artículo 159 de la Constitución.
Tejada explicó que la respuesta del Procurador de la Administración obedece a una consulta que elevó el presidente de la República luego de recibir, el pasado 9 de noviembre, de parte de grupos de trabajadores organizados y docentes, una solicitud para que convocara a la Asamblea Nacional a sesiones extraordinarias para derogar la Ley 406 del 20 de octubre de 2023.
La respuesta, que lleva la firma del Procurador, señala y establece lo siguiente: “De las consideraciones estudiadas por esta Procuraduría de la Administración, se concluye que no es jurídicamente viable derogar la Ley 406 del 20 de octubre del 2023, toda vez que ello excedería los límites de la función legislativa atribuida a la Asamblea Nacional de Diputados por el numeral 15, artículo 159 de la Carta Magna de la República de Panamá”.

The response, which bears the signature of the Attorney General, states and establishes the following: “From the considerations studied by this Attorney General’s Office, it is concluded that it is not legally viable to repeal Law 406 of October 20, 2023, since this would exceed the limits of the legislative function attributed to the National Assembly of Deputies by numeral 15, Article 159 of the Magna Carta of the Republic of Panama.”
Meduca retendrá y descontará pagos a docentes que mantengan huelga
La ministra de Educación, Maruja Gorday de Villalobos, informó que luego de reiterados llamados al retorno a clases, especialmente estos últimos dos días, el Ministerio de Educación tomará las acciones administrativas correspondientes, como la suspensión y retención del pago de la segunda quincena de noviembre a aquellos docentes que no han cumplido con ese pedido.
“Apelamos a ese llamado de retorno a clases, apelamos a esa posibilidad de entendernos, de poder tener un diálogo pacífico y poder culminar el año lectivo”, dijo la ministra en conferencia de prensa.
Indicó que, durante los 17 días de paro docente, el Meduca ha emitido 11 comunicados y 2 memorandos en los que ha solicitado a los educadores que retornen a las clases presenciales con el objetivo de culminar el periodo escolar.
